secret. the u.s. court of appeals ind.c. is considering the case. >> vice-president joe biden will meet today with the national rifle association and other gun supporters as his task force looks for ways to curb gun violence in the wake of the connecticut school shooting. >> it has touched the hearts of the american people so profoundly learning of the young children being riddled with bullets. >> the vice president met with gun-control advocates and crime victims on wednesday. this panel is expected to unveil its recommendations by the end of january. people know firsthand what it's like to endorse a tragedy are doing their part to help those affected by another mass shooting. virginia tech alumni gathered for a happy hour in arlington to raise money forhooting. the donations came with a promise that the people of connecticut are not grieving alone. >> knowing that there are others that have experienced the same

last june, the 911 emergency service suffered disruptions that affected 3.5 million people in three states as well as the d.c. area. now the sec is calling for a backup power to be a requirement for phone companies including verizon. this proposal does not involve back a powerful wireless phone service. the tax season is upon us and you may be looking for a good accountant. the current tax laws are so complicated that many businesses and individuals spend more than 6 billion hours a year trying to understand it. this is fighting a watchdog group called the national taxpayer advocates. they say nearly 60% of filers will pay someone to prepare their taxes while 30% will use commercial software. i'm sure you have heard of cash for gold. how about cas for hay? it is a new target-for thieves target--- cash for thieves?

>> central virginia was taken by another earthquake. the u.s. geological survey said the magnitude 2.0 quake struck on wednesday night near the town of mineral. it was the epicenter of the august 2011 quake which caused widespread damage along the east coast. no reports of damage or other problems from this one. flooding has forced several schools in southern louisiana to cancel classes today. this is video from baton rouge where several homeowners will go on wednesday to learn they cannot leave their driveways. quite a mess. >> thank you. here with jacqui in the weather center, it's a good day to start off with, these temperatures. i love it. >> the system is headed our way but we will not see pictures like that around here. it will weaken and bring us some showers, but some light rain showers, no flooding.

challenges by his lawyers. say they did not have enough time to respond to a vast amount of material that the prosecution turned over late in the proceedings. they are seeking a new trial. you may recall he was convicted of 45 counts of child sex abuse and is serving a 30-60 year prison sentence. maintains he is innocent. two maryland man accused of a vicious rape wonder years eve will be in court today. they are accused of repeatedly raping a 20-year-old fairfax woman. the suspects knew the victim from a martial arts school and offered to give her a ride from d.c. nightclub. surveillance video shows them raping her in a parking garage. >> a d.c. police officer finds himself on the wrong side of the law. officer randall palmer was arrested on wednesday, charged with first-degree child sex abuse in connection with an incident which reportedly occurred when the victim was a juvenile. he has been on the fourth since

1990 and is on administrative leave without pay. investigators are looking to see if there are more victims after a worker at an unlicensed daycare center and upper marlborough was charged with child abuse. a 19-year-old jonathan cummings was arrested after someone videotaped him kicking a two year old boy. parents can never be too careful. >> unfortunately, most parents either have to go to work or they have to not work. sometimes they have to compromise. >> whoever did this needs to be prosecuted to the fullest. >> he admitted to taking the children. he's now free on bond. the daycare center has been shut down. >> now a story about the updates with the victims of hurricane sandy. u.s. senator benjamin cardin will be in maryland today to look at areas impacted by the storm. he will visit the disaster

recovery center to see our recovery efforts are proceeding. it is in somerset county where he is visiting. that was declared a major disaster area by president obama. 600 homes impacted by the storm along with 50 businesses. >> several key lawmakers will meet this morning to begin coordinating efforts to relocate the fbi headquarters from washington to northern virginia. currently the agency is located in a 40-year-old j. edgar hoover building with several satellite offices throughout the region. there virginia site will be located next to franconia- springfield metro station. >> the first of five budgets forms will be held today in montgomery county. the county executive will announce its budget. is asking for input from residents. my discussion will be at the mid-county community recreation center at 2004 queensguard .
